He has a BA honours in Public administration from DAV college, Punjab University, Chandigarh and a post graduate diploma in development administration from Birmingham University, UK. He is an IAS officer from Mussorrie in India. Starting his career as a planning officer in the Ministry of Home Affairs, he has served as a dzongrab, dungpa, administrative officer, census officer, regional director, chief immigration officer and resigned as the officiating director of the department of Immigration. He has received trainings in Thailand and Japan in the areas of rural development, human resource management and immigration control administration.
