She has a BA from Punjab University, India, MA-TESOL from UK, and MA - Public Administration from Syracuse University in the United States. She also acquired PGCE in Primary Teacher Training and Diploma in Education in Developing Countries from the UK. She joined the civil service in 1979 as an English teacher at Paro High School. She then served in several schools as the head of the institute. She was one of the first national school principals, appointed by the government in 1987.

In 2000, she was appointed as the Director, Royal Institute of Management and in 2005 as the Director of National Institute of Education, Paro. She has served as a member in many education Boards
