He has an MAgSc in rural development and extension communication from Lincoln University, New Zealand and BVSc & AH from Bombay Veterinary College, India. Starting his career in the Department of Animal Husbandry, he has served as principal of Royal Veterinary Institute, Serbithang, vice principal of Natural Resource Training Institute, chief research officer, officiating director of Department of Research and Development Services, and as director of CORE (Council of Research and Extension). He has been trained in US, Italy, Austria, Thailand, Phillipines, Nepal, South Korea, Sri Lanka, and others in wildlife immobilization, teaching methodology, environment planning and management, institute management, research management, corporate farming and research, and several others. While in the Ministry of Agriculture, he has served on the boards of Forest Development Corporation Limited and Druk Seed Corporation Limited.
